Our view of the service

Date of assessment: 25 February 2025 to 06 March 2025, including site visits on 25 February 2025 and 03 March 2025. The Rowans Care Home is a care home that provides personal care to a maximum of 53 older and younger people, including people living with dementia and mental health conditions. This assessment was carried out in response to information we received about the service. Risks associated with people’s care had not always been identified or managed to mitigate the risk to others. Fire safety required improvement. The majority of staff had not completed up to date fire safety training. Poor management of medicines placed people at risk of not receiving their prescribed medication correctly. Staff deployment did not support people to receive effective, responsive care. Records relating to people’s care lacked information and was not consistently completed or reviewed. Systems in place to monitor the quality of the service did not operate effectively. Systems were disorganised and there was a lack of oversight from the management team and provider. We have identified breaches of regulation at this assessment in relation to dignity, safeguarding, safe care and treatment, staffing and governance of the service. This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we user our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. We have asked the provider for an action plan in response to some of the concerns found at this assessment.

People's experience of this service

People were not supported to live in a safe environment as systems in place did not prevent them from harm or abuse. People’s preferences were not always respected or followed, this compromised their dignity and wellbeing. People spent long periods of time with minimal staff interactions and activities at the service were not varied. People were supported by staff in a task orientated manner and elements of their care was restricted by systems and processes in place at the service. While people expressed general satisfaction with their care / treatment, our assessment found care did not meet the expected standards. Staff raised concerns regarding staffing levels and felt they were not able to meet peoples basic care needs. The service lacked understanding of person-centered care for people.
