Our view of the service

Date of Assessment: 5 September 2025 to 25 September 2025. Bush Rest Home provides accommodation and personal care for up to 44 older people, some of whom were living with dementia and younger adults. At the time of our inspection there were 31 people living at the location. This inspection was completed to follow up from our previous inspection with regards to governance arrangements. Governance systems were not consistently providing oversight of risk management. Systems to learn when things went wrong were not fully embedded. Incidents were not consistently reviewed and where needed reported to the appropriate body. Care planning documentation did not consistently describe risks to people. Staff were not always ensuring environments were safely maintained and there was not always enough staff to support people effectively. The provider’s vision was not fully embedded, and leaders were inconsistent in operating effective systems. Governance systems were not fully embedded, and learning was not consistently applied. However, the home was clean, and staff followed infection prevention control procedures. Medicines were administered safely. People had their needs assessed and reviewed. Staff used evidence-based practice to support people to maintain their health and wellbeing and sought consent. People were treated with kindness and were supported as individuals to make choices and receive person-centred care. People had their communication needs assessed and could make complaints if they needed to. There was a positive culture and equality, and diversity was valued.The required improvements were not found at this inspection, and the provider remained in breach of the legal regulation in relation to governance.

People's experience of this service

People felt safe living at the service. People received their medicines as prescribed and were supported to manage risks to their safety. People spoke highly of the staff, describing them as kind and friendly. People told us they had their needs met how they wished to and could make their own decisions and choices about their care. However, people told us they wished there was more to do at the home, and they would like to go out more often. People and relatives were positive about the home and the support they received from the manager.
