During a routine inspection

Hillcrest Kernow supported people with a learning disability who had a diverse range of needs . Some people were largely independent and needed limited support with budgeting or cooking for example. Others required full personal care and assistance around the home. Subsequently the support people received ranged from three hours of outreach support to 24 hour support from up to three staff.

We met with three people who received support from Hillcrest Kernow and four relatives. The people we spoke with said they were very happy with the support they received from Hillcrest Kernow. Comments from relatives included; 'They're doing remarkably' and 'Brilliant. We couldn't wish for better'. We also spoke with the registered manager, deputy manager and four members of staff.

Care plans were detailed and comprehensive. They provided clear information regarding what support staff needed to assist people with. We found the records were up to date and reviewed as the person's needs/wishes changed.

Systems for safeguarding people from abuse were robust.

Hillcrest Kernow operated a consistently effective recruitment procedure in order to ensure that the people they employed were of good character, suitably qualified, skilled and experienced.

The service had a comprehensive quality assurance system in place which should help ensure service was maintained to a good standard and improvements were made as necessary.

During a routine inspection

We met, spoke and /or observed care at nine people's homes. Two of the homes we visited were occupied by several people; others were services for a single person. We visited services in the St Austell, Bodmin, Camborne and Redruth areas.

Some of the people we met with had limited verbal communication skills, but people we were able to speak with said they were very happy with the support they received. We spoke with several relatives of people who used the service and a number of Hillcrest Kernow support staff. Everyone we spoke with was very positive about the service. Typical comments included 'the service is very supportive to my son's needs and the staff genuinely care about him.' A person who received outreach support said 'staff are very professional'.they are always on time and stay for the correct amount of time'the staff see me for who I am and know what I want to do.'

Care planning documentation was to a good standard. Staffing levels were good, and there was evidence that staff had received suitable recruitment checks. Staff training was to a good standard. The service had a comprehensive quality assurance system in place which should ensure service was maintained to a good standard and improvements were made as necessary.
