Well-led
Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Capable, compassionate and inclusive leaders
The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. People confirmed they could talk to the manager about their care. One person told us, “The manager listens to me, and sorts stuff out, I want to stay here.” Staff also spoke positively about the management of the service. A staff member told us, “The [Management team] are amazing, they are very helpful, and are available for us to talk to, they listen to our concerns.” The provider had equality, diversity and inclusion networks in place to support staff; the networks also provided a channel for give staff feedback to the provider. We found the management team had worked with staff to understand their individual needs and had made reasonable adjustments to support them in their work.
Freedom to speak up
The provider fostered a positive culture where people felt they could speak up and their voice would be heard. The provider had several initiatives in place to support and encourage staff to raise any concerns they had. This included the recruitment of speak up champions, part of their role was to develop an open and positive culture and be a person staff could talk to. Staff told us they felt confident to raise any concerns and they felt sure their concerns would be listened too and actioned. The management team carried out staff surveys to gather staff feedback, we found the management team had analysed the results of these and provided staff with a plan of the actions they would take in response to the points staff had raised.

Governance, management and sustainability
The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate. The management team demonstrated a good oversight of the service through the systems they had in place which ensured regular audits took place to drive service improvement. Where issues were identified, action plans were put in place to improve the quality of the service. The provider's systems produced regular reports on training compliance, safeguarding events, accidents and incidents. This information was analysed by the manager and was also used to drive improvements where required.
