Our view of the service

264 Addington Road is a residential care home providing accommodation and personal care for up to 4 people. The service provides support to autistic people with learning disabilities. At the time of our assessment, there were 4 people using the service 3 of which were receiving a regulated activity. The assessment started on 11 December 2024 and ended on 28 February 2025. This assessment was prompted due to concerns about the provider. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found the service did not fully meet guidance because care was not always person-centred and did not always promote people’s dignity. Risk management did not sufficiently identify or protect people from risk and with regards to care and support and within the environment. Incident management and learning was not always effective because lessons were not always learned to continually identify and embed good practice. Infection prevention and control systems and procedures were not effective in ensuring a clean and hygienic environment. People’s and relative’s views and preferences were not always taken into account. There was a lack of effective oversight and quality monitoring to ensure people always received safe care and support. The provider was in the process of making changes to improve culture so care and support could become more person centred and. The Registered Manager and staff were embracing these changes and were motivated to learn and improve. The provider was in breach of legal regulations in relation to safe care and treatment, person-centred care, premises and equipment and good governance. People's experience of this service

People had developed positive relationships with staff. People were positive about their care and support but we were not assured people would always have a good experience because systems and processes were not always effective in identifying or managing risks or monitoring the quality of the service. Care and support was mostly provided by a consistent staff team that knew people well. Relatives spoke positively about the Registered Manager and about the staff team. They told us communication was good. However, relatives had raised concerns in particular about the environment and experienced delay in action to resolve these issues. The premises and environment were not decorated or maintained to an accepted standard, therefore some parts of the environment were poorly maintained and unappealing, and this did not promote people’s comfort and dignity.
