Our view of the service

We carried out this assessment from 13 March to 10 April 2024. We visited the site on 13 March, 21 March and 3 April 2024. We looked at all quality statements from the safe key question, Independence, choice and control from the caring key question, and Equity in experiences and outcomes from the responsive key question. The scores for the caring and responsive areas have been combined with scores based on the key question ratings from previous inspections. Our overall rating of this service remains requires improvement.

We found 5 breaches of legal regulations in relation to safe care, safeguarding, premises and equipment, dignity and respect, and governance arrangements.

The provider did not always assess or mitigate risks to people’s health and safety. Systems to report safeguarding concerns to external agencies were not always operated effectively. The environment and equipment were not always safe or in good repair. People were not always treated with dignity and respect. The provider did not always oversee the service effectively to monitor quality and safety.

We have asked the provider for an action plan in response to the concerns found at this assessment. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representation and/ or appeals have been concluded.

However, staff had received safeguarding training and knew how to report abuse. Staff were supported and regular team meetings took place. The provider worked with external health professionals in relation to people’s care needs. When staff supported people in mobilising and taking their medicines they did this kindly and patiently. People could give feedback on their care.

People's experience of this service

People gave mixed feedback about how staff treated them. People were dissatisfied about others entering their rooms. Relatives told us they found that people were not always wearing their own clothes. People did not always receive their medicines safely. People’s experiences with activities varied, though relatives felt positive about this. Feedback was mixed about people and relatives being involved in care planning. However, people could give feedback. Overall, relatives felt informed about changes, incidents and accidents. People, relatives, and external professionals were involved in pre admission assessments.
