Inspection carried out on 16 January 2013

During a routine inspection

The aim of the service was to provide specialist care and support at home to people with learning disabilities with a focus on 24 live in care. We were unable to get views of service users or staff for this service as there were no staff employed or people using the service at the time of inspection.

The service was in the process of assessing new referrals and recruiting staff accordingly. We were unable to include the views of staff or service users and therefore we spoke to the registered manager and used documentary evidence to support the process of inspection. We gathered evidence from the inspection of the policies and procedures, care plan documents and spoke to the registered manager.

The provider had not yet produced a service user guide in easy read although we saw a draft document. We unable to verify how workers would put into practice their understanding of safeguarding; however, we found that the manager had training in safeguarding.

The providers statement of purpose was inspected and we found some updating was required.
