Our view of the service

People received safe, effective and person-centred care from staff who treated them with kindness, dignity and respect. People and relatives spoke positively about the service and described staff as reliable, flexible and caring. Continuity of care was a particular strength, with people often supported by a small team of familiar staff who knew their needs, routines and preferences well.
Care plans reflected people’s individual needs, choices and desired outcomes and promoted independence. Staff understood how to identify and manage risks while respecting people’s rights and choices. They monitored changes in people’s health and wellbeing and promptly sought advice from families, managers and health and social care professionals when concerns arose. Professionals described staff as proactive, skilled and receptive to recommendations, which supported coordinated care and positive outcomes for people.
Staff understood safeguarding, whistleblowing and their responsibility to raise concerns. Medicines incidents, safeguarding matters and other incidents were identified, investigated and followed up, with actions including professional referrals, additional monitoring, staff training, competency checks and changes to care arrangements. People were supported by sufficient numbers of suitably trained staff, although we provided minor feedback about ensuring recruitment references were sufficiently robust.
The provider had introduced a structured governance and audit programme which identified areas requiring improvement and led to measurable progress in care planning, medicines management, training, safeguarding documentation and quality assurance. Staff generally described managers as approachable and supportive, and external professionals spoke positively about leadership and partnership working. We gave feedback that the provider should maintain assurance that all staff felt confident to raise concerns.
 

People's experience of this service

People spoke very positively about their experience of receiving support from Happy Valley Home Care and consistently told us they felt safe, well supported and valued by staff. People and relatives described staff as kind, compassionate and reliable. One person told us, "Very good, absolutely excellent, very professional. They walk through the door and introduce themselves." Another person said, "I look forward to them coming," demonstrating the positive relationships that had developed between people and staff. A relative described the support as, "Absolutely fabulous" and said they felt "Very, very lucky" to have regular carers who provided stability and reassurance.
People told us staff knew them well and understood what was important to them. This helped people feel comfortable and build trusting relationships with staff. One person said, "They are punctual, they come in and chat to you, they are caring people. They support me to keep my independence as long as possible." Relatives told us they had confidence in staff and trusted them to support their family members safely. One relative said, "I have no hesitation in leaving [person] to the carers, I trust them totally."
People and relatives described staff as responsive when needs changed. They told us staff recognised concerns early and worked with healthcare professionals to obtain support when required. One relative explained staff identified signs of a urinary tract infection and promptly escalated concerns, resulting in timely treatment. Others told us staff kept them informed about changes in health and wellbeing and communicated effectively with family members.
People consistently told us they were involved in decisions about their care and that support was flexible around their needs, routines and appointments.
Overall, feedback was overwhelmingly positive. People and relatives repeatedly highlighted the consistency of staff, the quality of communication and the caring approach shown by the service. One relative said, "They are so quick to respond to small things" while another described staff as companions who provided reassurance and support beyond the practical aspects of care. The overall culture described was one where people felt respected, listened to and well supported to remain independent in their own homes.
