Our view of the service
Avalon Park is a residential care home providing personal care and accommodation to up to 60 people and is located in Oldham. At the time of our inspection there were 53 people using the service.
We visited the home on 28, 31 January and 19 February 2025 in response to information of concern we received.
The assessment was carried out by 3 adult social care inspectors, a medicines inspector and an expert by experience. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of care service.
During the inspection we spoken with the registered manager and area director. We spoke with 14 people who lived at the home, 4 relatives and 6 care staff. We also reviewed 7 care plans and 3 staff recruitment files.
Where people lacked the capacity to make their own choices, relatives hadn’t always been involved in the best interest process, which wasn’t clearly documented. People's medicines were always given safely.
The general feedback we received from people was that more staff were required at the home. Certain areas of the home were unclean including walls, skirting boards and arm chairs. Adaptations to the living environment on the homes ‘Memory Unit’ were limited and people’s bedroom doors were not personalised with a name, number of something memorable.
We observed some instances when care provided to people was not always dignified and there were times when opportunities for interaction were missed. Some people’s care plans lacked information about their personal care routines. Overall, the feedback we received about the care provided at the home was positive. People said staff were kind and caring towards them and we saw this from our own observations. Governance arrangements weren’t fully effective, as some of the concerns found during the assessment had not been identified.
People's experience of this service
People living at the home and their relatives said they felt the service was safe, although felt more staff were required. People were referred to other health professionals where there were concerns about their safety.
Everybody we spoke with made positive comments about the care provided and the caring nature of the staff team. People said they felt well treated by staff.
People said they knew the manager and that actions were taken if they raised any concerns. People said they were able to attend meetings to share their views.
