Well-led

At our last assessment we rated this key question as good. At this assessment, the rating has remained as good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

The provider had a shared vision, strategy, and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities.

Governance, management and sustainability
The provider's governance and oversight systems had not been fully effective in identifying and addressing concerns before our inspection. Issues identified during the assessment had not been picked up through the provider's own quality assurance processes. These included checks of hot water temperatures, the availability of call bell pull cords and support people needed to move around safely, and out-of-date prescribed body creams that were stored unsecured in people's unlocked bedrooms.
Some staff and relatives raised concerns about staffing levels, particularly at night, and whether there were always enough staff available to support people safely. The provider told us there were processes in place to ensure people could be safely evacuated in an emergency and that staff would not be left working alone at night. However, staff we spoke with were not aware of these processes. This meant there was a risk that staff may not have followed the provider's procedures when needed because they did not know about them. This meant, the provider could not be assured that people would always receive safe and timely support.
However, the provider responded positively to feedback during the assessment and took prompt action to address some of the concerns identified, including removing out-of-date prescribed creams and ensuring pull cords were fitted to all call bells. Leaders also showed a willingness to learn and improve, describing further actions they planned to take to strengthen oversight, governance, and quality assurance processes, including ensuring staff knew of all procedures for safe care and evacuation at night. Staff spoke positively about the management of the home. They told us managers had the skills and knowledge needed to fulfil their roles and felt the management team worked well together, providing consistent leadership and support.

Learning, improvement and innovation
The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome, and quality of life for people. They actively contributed to safe, effective practice and research.
