During an inspection looking at part of the service

Prior to our visit we reviewed all the information we had received from the provider, including an action plan detailing how they would comply with the compliance action we set at the previous inspection. During the visit we spoke with the deputy manager, a senior care worker and a care worker. We spoke with one person who used the service and looked at four people's care files.

We found the provider had made the improvements we required to become complaint, so Information in care files described how people's needs should be met.

During a routine inspection

Prior to our visit we reviewed all the information we had received from the provider. During the visit we spoke with ten people who used the service, two relatives and a visiting health care professional and asked them for their views. We also spoke with three care workers, three senior staff and the registered and regional managers. We also looked at some of the records held in the service including the care files for five people. We observed the support people who used the service received from staff and carried out a brief tour of the building.

We found people were supported to make decisions about their care. One person told us, 'I tell them what I want and that is what I get.' People's individual characteristics were respected and their privacy and dignity were promoted.

We found people received care and support that met their needs although this was not always clearly planned. A person told us, 'The staff couldn't be kinder, we have fun.'

We found there were suitable arrangements for the management of medicines. A person told us, 'I wouldn't be able to manage my own tablets, I would get into a mess.'

We found the provider was taking steps to ensure there were sufficient and suitable staff available, as they reviewed the number of staff on duty and decided this needed to be increased. One person told us, 'Sometimes I don't always think there are enough staff on duty, there is always one of us who wants something.'

We found the provider assessed and monitored the quality of the service. A person told us, 'I go to the residents' meetings, there hasn't been one for a while. It is nice when the manager comes to them.'

During a routine inspection

A person who used the service told us staff always explained what they were going to do and why. They said, 'They say I am going to do so and so because and they explain the reason. I don't ever say no, but I suppose I could. They are very understanding and caring and they listen.'

A person told us, 'They don't talk about my care a lot, I am not aware of them going through a care plan with me. They may have done it in their own way and I didn't realise.'

We carried out a period of observation in the main lounge and saw people who used the service being responded to appropriately by staff. We saw several interactions where staff were sharing a joke and laugh with people as well as responding to their needs.

Another person told us they felt they had plenty to do in and out of the home. They said, 'They are always trying to keep us amused, they even plan little outings. You really enjoy it when they give you a couple of hours.'

We asked people about the mealtimes and they said they enjoyed them and that the food was always good. One person said, 'I always get enough to eat.'

A person who used the service showed us their room and said they were very happy with it. They said they had been offered to move to a larger room but did not wish to do so as they had everything they needed.

A person who used the service told us, 'I think they know if we are not happy we just tell them.'

During an inspection in response to concerns

We carried out this responsive inspection because we had concerns that this service had not been visited since 2008.

One person told us, 'We have regular meetings for all of us who live here and it's up to you if you get involved or not.'

One person told us, 'I have a care plan and I was asked to tell staff information about myself so that it would be added to it. Staff told me that it would be used to get to know me better.'

One person told us, 'Staff are friendly, welcoming and caring.'
