Our view of the service

Dates of assessment were from 13 March 2025 to 10 April 2025. The assessment included visits to the service on 13, 19 and 25 March 2025. Manor Park Care Home is a care home providing nursing and personal care for up to 75 people, some of whom are living with dementia. At the time of our assessment there were 55 people living at the service.

The assessment was prompted in part by notification of an incident following which a person using the service died. This incident is subject to further investigation by CQC as to whether any regulatory action should be taken. As a result, this assessment did not examine the circumstances of the incident. However, the information shared with CQC about the incident indicated potential concerns about the management of choking risks. This assessment examined those risks.

We identified 5 breaches of regulation relating to safeguarding, safe care and treatment, staffing, person-centred care and good governance. There was a significant lack of oversight at the service and quality assurance systems and processes were ineffective. People’s care was not always person-centred, risks to people were not managed safely and people were not always protected from abuse and improper treatment. Medicines were not managed safely. Standards of cleanliness were not always maintained and infection control procedures were not always implemented. People’s needs were not met consistently due to ineffective staff deployment and not all staff had received the training they required to fulfil their roles. There was a failure to identify, monitor and address shortfalls relating to the experiences of people which meant poor standards of care were widespread.

We have asked the provider for an action plan in response to some of the concerns found at this assessment. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded.

This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.

People's experience of this service

Outcomes for people were not consistently good and feedback form people and relatives was mixed. Most people said they felt safe at the service and spoke positively about the staff who they described as kind and caring.

Some people and relatives expressed general satisfaction with the care provided. However, some relatives described continued shortfalls in care provision relating to personal hygiene, lack of baths and showers, support with eating and drinking and not enough staff.

Our assessment also identified these issues and found the care provided did not meet the expected standards. People’s care was not person-centred and people and relatives were not involved in planning or reviewing their care. Risks to people were not safely assessed and managed. People were left for long periods of time with no activity or meaningful engagement, and many people were not supported to access fresh air or outdoor space. Some people had been subjected to restrictive practices which were not reported, monitored or reviewed. Our observations of practice showed a task-based approach which did not fully consider people’s needs, preferences and wishes.
