Our view of the service

Date of assessment: 2 June 2026. Elgar Care Ltd is a domiciliary care agency which provides support to people living in their own homes. They are registered to provide personal care to younger and older adults who may have a learning disability, physical disability or sensory impairment. We gave the provider 24 hours’ notice of our visit to ensure they were available to assist with our assessment.

The inspection of this location was prompted due to the historical rating. We undertook a comprehensive inspection looking at all the quality statements under the key questions of safe, effective, caring, responsive and well-led. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities most people take for granted. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where people do receive support, we also consider any wider social care provided.

People received personal care which met their needs and considered their preferences by staff who knew them well. Staff had developed meaningful relationships with people and knew what mattered to them and tailored their care to meet individual needs, preferences, and goals. Staff supported people in a way which promoted independence and enabled people to grow in confidence to do what they can for themselves and have choice and control over their daily lives and within their own homes.

Staff monitored people’s care and treatment to continuously improve it. They ensured outcomes were positive and consistent and fully met both clinical expectations and the expectations of people themselves.

Staff had opportunities to develop and enhance their skills and knowledge through regular training and learning opportunities. One staff member said, “I love practical training it helps me understand more how clients can feel in situations, and shared experience, builds my confidence at work. The online training is easy to understand and in ‘no stress’ form. I know I can always count on my manager if I need any help with access online.”

The provider and registered manager had created a supportive and inclusive working environment where staff truly felt valued, listened to and respected.

The provider and registered manager were proactive in identifying and addressing potential discriminatory barriers people may experience and championed an inclusive culture, ensuring the people they supported had equal opportunities and access to achieve positive life outcomes.

The provider, registered manager and staff team worked exceptionally well together with a clear, shared purpose where values were embedded in everyday practice and where everyone was committed to providing people with the best possible person-led care and support where people’s needs and choices come first.

The provider and registered manager were exceptionally capable and compassionate. They used their knowledge and skills to provide strong leadership for the staff team and led a positive, person-focused culture.

There were effective quality assurance processes which helped maintain safe and consistent standards of care.

There was an exceptional commitment to working in partnership and maintaining strong, effective relationships with a wide range of professionals and community organisations. Staff and leaders were highly driven to provide an excellent and reliable service, which gave people every opportunity to achieve good outcomes and improve people’s quality of life.

People's experience of this service

People were asked what they liked best about the service. Comments included, “The staff are the best thing,” “[Nominated individual’s name] is just that sort of person, the right sort of person, because he really does care. One of the carers [staff name] dad came and mowed my front lawn; their dad is lovely. They do things like that”, “I think I’ve never met a carer I haven’t liked. There’s one special lady [staff name] who is absolutely amazing, [family member] will let them shower them and probably loves them more than me”, and “They’re always there if you need them.”

People were supported by a strong, stable staff team who had built trusting and meaningful relationships with them over many years. Staff knew people’s preferences and how they liked to be supported. People were fully involved in their care and were encouraged to be as independent as possible, with staff only providing support where needed. People were encouraged to join in with events and gatherings to promote wellbeing and prevent isolation. People and relatives knew who the management team were and told us the service was well run. People did not raise any concerns about the service but knew who to contact if they had any such concerns. One person said, “Any problems I would talk to the care people. I’ve got their numbers, but there are no problems at all.” One relative said, “I do think it’s well run. I would recommend them.” Another relative told us, “The best thing is their efficiency, really. They ring me if there’s even a tiny problem. It’s good communication because they seem to care. No services perfect, but I’m sure they’re one of the best. I would recommend them.”
