Our view of the service
Date of Assessment: 24 February 2026 to 13 March 2026. The service is a care home providing support to people living with mental health conditions, autistic people and people with a learning disability. At the time of our inspection there were 5 people living in the home.
We have undertaken a comprehensive inspection which means we have reviewed all 33 quality statements. We carried out this inspection due to concerns we received about the quality and safety of care. The previous CQC rating for this service was good. Following this inspection, we have rated the service requires improvement.
We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and access to communities that most people take for granted. ‘Right support, right care, right culture’ is a guidance CQC follows to make assessments and judgements about services supporting people which providers must adhere to. We found the provider was not consistently meeting the principles of Right Support, right care, right culture. At this inspection we found breaches of legal regulations in relation to safe care and treatment, person centred care, staff training and recruitment and good governance.
Risks to people’s safety were not always managed safely and the provider did not have robust processes in place to identify and mitigate risks to people’s health and wellbeing. People did not always receive person centred care, support to access the community and opportunities to work towards greater independence. The provider was also operating CCTV in the service without following national guidance to ensure people’s rights were not being affected.
Recruitment processes were not robust, and the provider did not ensure staff received sufficient training to ensure they had the skills and knowledge to support Autistic people, people with a learning disability and people with mental health needs.
Governance systems were not always effective. Audits had failed to identify and resolve the issues we found with medicines records and person centred care. Elements of the provider’s improvement plan were not an accurate representation of progress made which meant we could not be assured the provider was actively making improvements when issues had been identified.
We have identified 4 breaches of regulations in relation to person centred care, staffing, fit and proper persons employed and good governance. We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of this service
People told us they did not always feel staff were kind and caring and understanding of the support they needed. Some people had recently raised concerns about staff conduct towards them. Although the provider had taken action to resolve this, more time was needed before people could feel completely confident in being treated with kindness and compassion. We found people did not have regular opportunities to review their care and support needs. People were not always supported to identify and work towards goals and aspirations. People felt the provider did not do all they could to ensure they had the support and necessary equipment to access the community and explore activities outside of the home. Notwithstanding these concerns we also received positive feedback about many of the staff. People said most staff were kind and caring and responsive to their needs. There were regular opportunities to attend house meetings. People were supported to personalise their room and keep it clean and well maintained.
