Our view of the service

Date of assessment 10 February to 27 March 2026. We completed this inspection to establish if improvements had been made following the previous inspection. The provider was previously in breach of legal regulations in relation to consent, safe care and treatment, the safety of the environment and the governance of the service. At this inspection, the provider was still in breach of regulations relating to safe care and treatment, consent, and governance. They had met the breaches relating to safe environments. We also identified new breaches in relation to person centred care and staffing. This demonstrates the service had not sustained improvement found at our last inspection.

We were not provided with clear management systems to check the quality of the service, and the leadership had been inconsistent. People had not always been protected from the risk of harm and did not always receive person-led support. People’s capacity to make decisions had not always been adequately assessed and actions had not always been taken in people’s best interests. Risks associated with their needs had not always been identified or safely managed.

People were treated with dignity and respect and had their daily living needs met. The Management team had changed since the previous inspection; The home manager commenced their employment at the service during the inspection.

The enforcement action we decided to take against the provider is available on our website and the service remains under special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.

People's experience of this service

We completed a Short Observational Framework for Inspection (SOFI 2), We observed people were not always supported using a person centred approach, staff appeared rushed and were task focused. This meant people did not always have meaningful interactions with staff and this increased the risk to their emotional wellbeing.

We received mixed feedback from people, some people told us, they felt staff supported them well, other people told us they didn’t feel safe and didn’t like living at the home. Relatives provided positive feedback and said they thought their relatives were well looked after. A person told us, “ I feel safe and staff are lovely”, and a relative told us,“I feel [name] is happy and staff know them well”.

Where people at the service had dementia, we observed improvements were being made to reflect best practice to support people with their orientation around the home.
