Responsive – this means we looked for evidence that the provider met people’s needs.

At our last assessment we rated this key question requires improvement. At this assessment the rating has remained requires improvement. This meant people’s needs were not always met.

We assessed 1 quality statement in this key question, we identified 1 breach of regulation in relation to person centred care. . This was a continued breach in regulation.

Staff and leaders were not trained or knowledgeable about some of the support needs people were living with and protected characteristics were not identified or considered.

People’s care plans did not always contain information to enable staff to meet their personal, spiritual, cultural, social or religious beliefs and those we reviewed contained limited basic information about peoples interests and what mattered to them.

There was a lack of planned activities, and most people were not supported to engage in meaningful activities. We observed long periods of isolation for some people especially for people cared for in bed.

People did not have choice or control over their care or wellbeing. We observed people having little choice of how or where they spent their day and there was a strong smell of urine in areas of the home.

People were not receiving person centred care and staff did not spend meaningful time with people.

The provider, manager and the staff lacked knowledge and skills to ensure people’s protected characteristics were protected. People’s protected characteristics were not always identified within peoples care plans and this placed people at risk of discrimination and their needs not being met.

The care plans we reviewed did not provide peoples personal, spiritual, social, cultural or religious beliefs to enable staff to provide support that people required. For example, people’s care plans lacked details of people’s life history, working life, friendship groups and their hobbies and interests. This increased the risk of social isolation and people not having the opportunity to follow their faith and traditions.

People cared for in bed had their doors closed following personal care and were not supported to engage in other meaningful activities or engagement.
