People should be cared for by staff who are properly qualified and able to do their job (outcome 12)

Meeting this standard

We checked that people who use this service

  • Are safe and their health and welfare needs are met by staff who are fit, appropriately qualified and are physically and mentally able to do their job.

How this check was done

We looked at the personal care or treatment records of people who use the service, carried out a visit on 16 January 2014, talked with people who use the service and talked with carers and / or family members. We talked with staff and reviewed information given to us by the provider.

Our judgement

People were cared for, or supported by, suitably qualified, skilled and experienced staff.

Reasons for our judgement

Appropriate checks were undertaken before staff began work. We looked at ten staff files and saw that the provider had ensured they were satisfied that staff were suitable for work. Staff had to provide documents to confirm thier identity and right to work within the United Kingdom such as passport and driving licence. We saw that the provider had carried out criminal record checks to ensure staff suitability and their character to work with vulnerable adults and requested two references. In one example we did see that the service had asked for extra verification if there were any issues with people's criminal record checks.

Staff had appropriate skills and experience and had completed mandatory training which included health and safety and manual handling. Some staff had level two National Vocational Training in Health and Social Care. Some members of staff said "I've worked in care before, in an elderly care home" another staff member said "I've been in for 8 years."

The registered manager had recently started to audit staff files to ensure all the relevant paperwork was present on staff files. We saw that this had started and dates were added when this had been completed.

There were effective recruitment and selection processes in place. We spoke to staff and they verified the recruitment process they had been through which was the same as recruitment policy.
