Our view of the service

Date of assessment: 21 to 22 July 2026.

The Burroughs is a nursing home for up to 71 older people, including people living with dementia. At the time of our assessment, the provider had only recently added nursing care to their registration. They were still in the process of recruiting nursing staff. Therefore, nursing care was provided by an external community nursing team. There were 67 people living at the service at the time of the assessment.

The service was previously operated by a different registered provider. The service was registered with the current provider on 5 August 2025, and this was their first assessment.

We have rated the service requires improvement. We identified breaches of legal regulations relating to safe care and treatment and good governance. We have asked the provider for an action plan in response to the concerns found at this assessment.

 

The provider had not always assessed, monitored or identified risks to people’s safety and wellbeing. We found equipment was not always working or clean. Staff completed risk assessments, but these were not always comprehensive enough or updated when people’s needs changed. Systems for managing medicines were not always safe. The environment was not always clean or well-maintained.

The provider’s systems for assessing and improving quality had not always been operated effectively. This meant that risks had not always been mitigated and records were not always clear or accurate.

We discussed our findings with the registered manager, and they developed an action plan telling us how they planned to make improvements.

Staff worked closely with external professionals to monitor and meet people’s healthcare needs. People were able to make choices about their care. Staff respected their decisions.

There were enough staff and people were cared for by the same familiar staff who knew them well. Staff completed a range of training and were supported to understand about best practice. However, some staff could not demonstrate their knowledge or how they would apply this. We discussed this with the registered manager who told us they could conduct a review of training needs. Staff felt supported and were happy working at the service.

The provider organised a range of social and leisure activities designed to reflect people’s interests. People were supported to remain independent when they wanted, and this was safe for them. People had information about the service and were able to share their experiences and feedback.

There were systems to learn when things went wrong, including responding to accidents, incidents and complaints.

People's experience of this service

Most people and relatives were happy at the service and liked the staff who cared for them. However, some people felt their needs were not always met. Some relatives told us that, whilst there was a range of social activities and events, some people did not participate in these and did not have enough to do. Relatives also felt staff did not always know how to handle difficult situations, such as people refusing care. However, other people and relatives told us their needs were met. They explained staff contacted them to discuss any concerns.

Everyone told us staff were kind, caring and polite. We saw staff treating people with compassion and in a friendly way. Relatives told us they were made welcome at the service and could remain involved in people’s care. Comments from people and their relatives included, “I feel there is good care”, “I am happy here”, “Staff are lovely and friendly. They are great” and “I am treated very well by staff. They are respectful and there are no problems at all.”

External professionals told us they thought people had a good experience living at the service. Their comments included, “People seem happy and well cared for”, “Staff are a lovely team, and they go out of their way to make residents feel at home” and “Care remains resident focussed.”

While the people we spoke to expressed that they were generally happy with their care, our assessment found elements of care did not meet the expected standards. For example, the provider had not always managed environmental risks, ensured records were up to date or assessed and monitored risks.
