Our view of the service
Date of assessment: 01 September to 05 September 2025. Lucketts Farm provides care and support to people living in supported living settings, so that they can live as independently as possible. People’s care and housing are provided under separate contractual agreements. The Care Quality Commission (CQC) does not regulate premises used for supported living. Not everyone supported by this service received the regulated activity of personal care. This assessment looked at people’s personal care and support. At the time of our assessment, the provider was supporting 15 people with personal care.
The service was last assessed in November 2018 and rated “Good”. We conducted this assessment due to the age of the previous rating.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. Leaders and staff lacked understanding of the guiding principles of the guidance, and further work was required to support people to have maximum independence in their day to day lives.
We found that risks to people had not always been safely managed, and the provider had not ensured that robust care plans or risk assessments were in place setting out how they would support people with complex health conditions to stay healthy and well.
Though we saw some positive examples of how the staff had supported people to develop skills and to take part in the things that mattered to them, there was no clear plan or how people’s independence was being promoted or how to support people in achieving their goals and ambitions. In some areas, the provider had not identified that practices were restrictive and had not promoted the rights of people living in their own homes.
Some elements of the service were functioning well and we received some positive feedback from people, relatives, health and care professionals about their experiences. However, we found staff were working hours that exposed both them and the people they supported to a high risk of harm. Governance processes at the service had not identified areas where people were not being supported safely or in the least restrictive manner.
The service was in breach of 6 legal requirements in relation to person centred care, consent, safe care and treatment, good governance, dignity and respect and staffing. In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded
People's experience of this service
We received mixed feedback from people and their loved ones about their experience of care. The majority of those we spoke to told us that staff were kind and knew people well. Comments we included, “It’s been the best thing to happen to my relative. We’re so happy they have found a happy place” and “I am really happy, if I have got problems management will act on it”.
However, others told us communication with the service was not always easy and relatives sometimes didn’t feel they were involved or kept updated about the care of their relatives. One person told us “Communication is my biggest gripe, it used to be much better but it has slipped recently”.
Whilst we heard feedback and observed positive interactions with people, we found the care being delivered was not always keeping people safe, maximising people’s independence or carried out in the least restrictive way.
