Our view of the service

Date of assessment: 10 February 2025 to 5 March 2025. We carried out an inspection due to the length of time since our last inspection of the service. Friary House is a residential home providing support to older people who may be living with dementia. When we assessed, there were 16 people using the service.

At this assessment we identified 5 breaches of the legal regulations relating to person-centred care, safe care and treatment, safeguarding, good governance and staffing.

We were not assured that people were receiving their medicines safely or as prescribed. Mental capacity assessments and best interest decisions were not decision specific when a person lacked capacity to consent. Peoples care plans did not always include people’s preferences and their risk assessments did not always clearly describe how to mitigate risks. Appropriate processes to mitigate the risk of contracting legionnaires disease were not in place, and not all actions had been completed to rectify fire safety risks identified during a fire service inspection. Staffing levels were not always adequate, and staff did not have all the training required to carry out their roles safely. Safeguarding incidents were not always reported to the local authority safeguarding team and referrals were not always made to the relevant healthcare professionals. Managers did not have oversight of the service to monitor quality and safety.

People's experience of this service

We spoke with 10 people. Five people who used the service and 5 relatives, to gather information about people’s experience. We used the Short Observational Framework for Inspection (SOFI). SOFI is a way of observing care to help us understand the experience of people who could not talk with us.

People were positive about the quality of their care and treatment. A person told us, “I could not be in better hands.” A relative told us, “Friary House feels like a family environment. I would say the best thing about Friary House is that the staff know the residents very well, obviously care for them as individuals and give each resident a very personal service.” Whilst people expressed general satisfaction with their care, our assessment found care did not meet the expected standards.
