Our view of the service

Date of assessment: 01 to 15 June 2026. Riseup Healthcare Ltd is a domiciliary care agency providing personal care to adults of all ages wo may be living with dementia, a sensory impairment, a physical disability or a learning disability. We undertook this comprehensive assessment in response to concerns relating to risk management. We last assessed this service in July 2025 where it was rated good. At this assessment, the rating has changed to requires improvement and we found 2 breaches to regulations. These related to safe care and treatment and governance. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

Whilst we found risk was being managed in practice, associated records were poor and failed to consistently identify, manage, mitigate, and review people’s individual risks. Although we found no harm had occurred to people, it had placed them at potential risk of harm occurring. Furthermore, whilst staff knew people’s needs and provided thoughtful person-centred care, the provider had failed to ensure records reflected this. People’s needs had not been consistently holistically assessed as required by regulations and the provider’s own policies. People told us their needs were reviewed on a regular basis, along with outcomes which were consistently positive for people, however records did not always demonstrate this.

Whilst the governance systems in place had ensured people received consistently good care, they had failed to identify the shortfalls found at this inspection which placed people at risk. People, and staff, told us the management team were kind, supportive, and caring however they did not demonstrate they fully understood their roles and responsibilities in relation to regulations and legislation. We also found the provider had not fully learnt from previous shortfalls so could not be assured a robust learning culture was in place.

However, we found staff to be dedicated, caring, and thoughtful and people spoke highly of those that supported them. They told us staff had the skills and abilities to meet their needs, were on time, comforted them in moments of distress, and supported them to live healthier and more independent lives. We saw that staff were well supported by the provider, and they told us they felt valued, cared for, and listened to. The provider had ensured people received a flexible service that worked hard to meet people’s individual needs and expectations.

People's experience of this service

Whilst we identified shortfalls in records and governance, this had not impacted on the people who used the service who consistently told us they received a good quality, person-centred service. They told us they received kind and patient care from a service who supported them to remain in control of the care and support they received; they told us this had increased their confidence. We heard examples of how staff showed respect, maintained people’s dignity and supported their independence. People told us they felt listened to, involved, and valued. For example, one person who used the service said, “Staff are all very polite, friendly and interested in me. I can’t define how or why but they all seem to have a real caring attitude.” People told us staff maintained good infection prevention and control practices and that they received their medicines safely and as prescribed. Relatives agreed that the service provided effective and thoughtful care that not only supported their family members but cared about them also. Relatives told us they felt reassured by the care the service provided. All the people who provided us with feedback told us they would recommend the service. One relative summarised this by saying, “I’d definitely recommend them – I’d say give them a go, you’re not likely to regret it.”
