Our view of the service

Penvale Park Medical Centre is a GP practice and delivers service to patients under a contract held with NHS England.Information published by the Office for Health Improvement and Disparities shows that deprivation within the practice population group is in the 9th decile (9 out of 10). The lower the decile, the more deprived the practice population is relative to others.This assessment considered the demographics of the people using the service, the context within which the service operates, and how this impacts service delivery.

This service was under a caretaker after being rated Inadequate on 22 April 2021. The new providers came into situ in April 2025.We carried out an announced comprehensive assessment between 17 and 21 November 2025, during which we assessed all quality statements across the safe, effective, caring, responsive, and well-led key questions. At this assessment, the new providers for this service,demonstrated that improvements have been made since the last CQC assessment.

The service had a good learning culture, and patients could raise concerns. Managers investigated incidents thoroughly. Patients were protected and kept safe. Staff understood and managed risks. The facilities and equipment met the needs of patients, were clean and well-maintained and any risks were mitigated. There were enough staff with the right skills,qualifications and experience. Managers made sure staff received training and regular appraisals to maintain high-quality care. Staff managed medicines well and involved patients in planning any changes.

Leaders and staff had a shared vision and culture based on listening,learning and trust. Leaders were visible,knowledgeable and supportive, helping staff develop in their roles. Staff felt supported to give feedback and were treated equally, free from bullying or harassment. Staff understood their roles and responsibilities.

People's experience of this service

Feedback from patients was mixed about the quality of their care and treatment.There was no data available for this service from the National GP Patient Survey as the contract commenced in April 2025. However, the practice did partake in the NHS Friends and Family Test.Results from November 2025 showed 87% of respondents were satisfied with services(61 responses were received in total). There was an active patient participation group (PPG) who represented the views of people using the service. Representatives from the PPG described how managers made positive changes because of feedback.
