Elysium Care Partnerships Limited - 13 Alexandra Gardens is a ‘care home’ without nursing for up to 12 adults with a learning disability.

We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

The provider was able to demonstrate they were meeting most of the principles of Right support, right care, right culture. However, they did not always support people to work towards goals and aspirations or develop their independence and skills. Staff did not always use age appropriate or respectful language when talking to or about the people they supported. We discussed these issues, and other areas where improvements were needed, with the management team. They started to implement plans to improve these aspects of the service.

People were supported to take their medicines in a safe way. However, we found some systems for medicines storage needed to be improved. People lived in a clean environment and personalised their rooms. However, some improvements were needed to ensure environmental and equipment repairs were attended to. Managers agreed to address these areas for improvement.

Staff worked with external professionals to plan safe care and to assess risks. They supported people in the least restrictive way. Staff and managers monitored incidents and when things went wrong. Information from this monitoring was used to help develop plans to improve people’s safety and ensure their needs were met.

There were enough staff to support people to stay safe and to meet their needs. Staff undertook a range of training to help them understand about their roles and good practice. People had good relationships with staff. Staff worked with healthcare professionals to ensure people’s healthcare needs were met.

The provider had effective systems to monitor and improve the quality of the service. We were assured the provider had started to take action address the areas of concern we found.

People's experience of this service

People living at the service were comfortable and liked the staff. Not everyone could use words to tell us about their experiences. We observed how people were being supported. We saw they were relaxed and at ease with staff and within the environment. People were appropriately dressed. Staff were attentive and offered personalised care and support. People were able to make choices about how they spent their time. Some people were able to tell us about their experiences. Their comments included, “I like my room”, “I am happy living here” and “I do not have any concerns about anything.”

Feedback from relatives was varied. Some relatives were happy and felt people received good care. However, a small number of relatives told us they were concerned about people’s health, diet and that they did not take part in a wide range of social activities. Some relatives explained they did not feel involved or have enough information about their loved ones. We discussed this with the management team who agreed to contact relatives to ask how they could ensure relatives felt more involved and well informed.
