Our view of the service

Date of inspection: 28 May 2026 to 11 June 2026

Oakleigh Residential Care Home is a residential care home providing accommodation and personal care for older people, including people living with dementia. At the time of our inspection, 21 people were living at the service.

The inspection was carried out by 2 inspectors. We carried out this unannounced comprehensive inspection in response to concerns about the quality and safety of care provided at the service.

The service had experienced recent changes in ownership and leadership. Leaders acknowledged the concerns identified during the inspection and were working to improve the quality of care and governance arrangements.

People were supported by staff who were generally caring and committed to their wellbeing. Staff worked positively with healthcare professionals and the provider had begun making some improvements to the service environment and addressing concerns identified during the inspection.

However, people could not be assured they would consistently receive safe, effective and person-centred care. We found multiple breaches of regulations in relation to person-centred care, dignity and respect, consent, safe care and treatment, and governance arrangements.

Risks to people’s health, safety and wellbeing were not consistently managed in line with their assessed needs and preferences. Governance systems were not always effective in identifying, monitoring and addressing concerns in a timely way, and the service continues to demonstrate weaknesses in oversight and quality assurance arrangements.

We have asked the provider for an action plan in response to the concerns identified at this inspection.

People's experience of this service

People's experiences of care were mixed. People and their relatives spoke positively about many staff and described them as caring, friendly and supportive. One relative told us, "The staff are lovely and do their best." We also observed positive interactions between staff and people living at the service. Another relative told us, “We looked around many care homes, and this one was the best for us, the staff are caring.”

However, some people did not always experience care that was consistently person-centred, dignified or responsive to their individual needs. Some relatives raised concerns about the consistency of care, staffing pressures and communication. One relative told us, "It's like things are getting worse." During the inspection, we found people could not always be assured they would receive care and support in line with their assessed needs, preferences and wishes.

People's outcomes were not always positive. Some people told us they were bored and did not have enough meaningful opportunities to take part in activities that reflected their interests and preferences. Residents and relatives described limited engagement at times, which affected people's wellbeing and quality of life. This meant people did not always have opportunities to maintain independence, social connections and participation in activities that were important to them.
