Our view of the service

Date of assessment: 7 August to 5 September 2025.

The assessment was arranged due to the age of the existing rating. The service was last inspected in 2018.

Creative Support – Brownley Road is a supported living service and is registered to provide personal care to people in their own homes. The service supported 4 people with a regulated activity in 2 supported living settings.

We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

The service has been rated Outstanding. The service consistently delivered outstanding, person-centred care that was both holistic and personalised, ensuring every person felt truly involved and valued. A highly committed and well-established team operated under the guidance of a strong leadership team. Across every interaction, care was provided with compassion, dignity, and respect, creating an environment where people not only received support, but genuinely thrived.

Right Support:

Staff demonstrated a deep understanding of each person’s unique communication needs, ensuring that everyone could express themselves freely and confidently. Staff were committed to listening and responding with empathy to ensure people were able to share their views, feelings, and preferences with dignity and assurance.

The service excelled in empowering people with genuine choice, autonomy, and control over their lives. Independence was encouraged and celebrated. Throughout the inspection, we observed several examples of the provider support people to enhance their quality of life.

People were actively supported to engage in meaningful activities and pursue personal interests, with staff consistently focusing on strengths and capabilities.

Access to specialist health and social care services was seamlessly facilitated, with staff playing a pivotal role in helping people take charge of their own health and wellbeing.

Right care:

People consistently received care that was kind and compassionate. Staff demonstrated unwavering respect for privacy and dignity, responding sensitively and thoughtfully to each person’s unique needs.

Safeguarding was a cornerstone of the service. Staff were well-trained, vigilant, and confident in recognising and reporting abuse. Their proactive approach, combined with strong collaboration across agencies, ensured that people were protected from poor care and harm.

Support plans were comprehensive and person-centred and reflected each person’s individual’s needs. People and their families were meaningfully and holistically engaged in the care planning process; this helped to ensure every care plan authentically reflected the person’s voice, values, and aspirations.

Risk assessments were collaborative and empowering. Staff worked alongside people to identify potential risks and, where appropriate, supported them to take positive, informed risks.

The provider maintained a robust and values-driven workforce, with enough skilled staff to meet people’s needs safely and effectively. Recruitment, induction, and continuous professional development formed a robust and values-driven foundation, empowering staff to thrive and deliver their very best.

Support for people was focused on enhancing quality of life and aligned with best practice. People were encouraged to pursue tailored activities and interests, with opportunities to explore new experiences that enriched their lives.

Right culture

People led empowered, inclusive lives shaped by the deeply embedded ethos, values, and compassionate behaviours of both management and staff.

The leadership team created an environment of empowerment, where open communication, inclusivity, and continuous learning were not only encouraged, but actively practiced. Creative Support – Brownley Road championed a vision of care where people were supported to live the lives they chose.

Staff placed people’s wishes, needs, and rights at the very heart of their work. The service actively involved people and their loved ones in shaping its direction, with staff listening, valuing, and acting upon their views.

People's experience of this service

We visited 4 people in 2 properties.

We observed staff were kind and caring. Interactions between staff and people were positive and staff visibly knew and understood people’s needs. The atmosphere of each person’s home was calm and inviting. People and relatives told us staff, and the management team were caring, accessible and friendly.

We were met at the door on commencing the inspection by 1 person who was eager to welcome us into the property; it was evident this was their home, and staff were guests in their home.

Feedback from relatives and professionals was extremely positive. They told us nothing was too much for the staff and every need was accommodated.

Comments from relatives included, “We are very happy. It’s the same staff who look after [Name], familiar faces and routines,” and, “You can tell [Name] like’s the carers, they know [Name] well,” and, “[Name] loved to be well-dressed and that’s how staff present them. Always painting their nails and making sure [Name] is comfortable. [Name} is in the best care and wants for nothing.”
