Our view of the service
Hill View is a residential care service that provides accommodation and personal care for up to 16 people. At the time of our inspection there were 13 people living at the service.
This inspection was carried out to follow up on some concerns we had received about the registered manager and due to the length of time since our last inspection, which was carried out in December 2022 under a previous provider. This was the first time we had inspected the service since the provider changed their legal entity in October 2024. The assessment started on 20 June 2025 and concluded on 15 July 2025. We gathered information from people who used the service, family members, the registered manager and care staff working at the service. We undertook a comprehensive assessment looking at all quality statements.
We found that Staff we spoke with knew people well. The service was visibly clean and good infection control procedures were in place. People’s independence was promoted whenever possible. Consent was sought when providing care, and best interest decisions and mental capacity assessments were in place when needed.
However, the governance at the service was not robust as the issues we found had not been identified during their own auditing processes. For example, records relating to people’s care and treatment were not always accurate or up to date to reflect people’s current needs and some information we found contradictory. Additional information was required to ensure that risks to people had been mitigated.
We found one breach of regulation in relation to, good governance. We have asked the provider for an action plan in response to the concerns found at this assessment.
People's experience of this service
Overall, we received positive comments from people living at the service, family members and staff. Comments included, “I do feel safe here. I don’t worry about any of the staff or other residents.”, “I have felt safe since I have been here. I know people are looking out for me and they will come and see me in my room. Staff have explained who to speak to if I have any worries.”
People and family members felt that more activities could be offered to provide stimulation. Although people told us they enjoyed the activities. One person said, “This morning we were colouring things which was great. I like reading and anything they do with us. I miss it when I am not here.” Another person told us, “We play games, bingo and occasionally they will have a singer coming in.”
People were positive about their food. One person told us, “I think the food is quite good. You can choose what to have and they will make you something else if you want. You seem to get snacks and drinks quite often and you can always ask for something.”
