Our view of the service

Date of assessment: 9 February to 3 March 2026.

This is the first assessment of this service. The assessment was carried out due to information of risk that had been shared with the Care Quality Commission (CQC).

Carisbrooke House is a residential care home providing personal care to up to 8 people living with a learning disability and autistic people. Accommodation is provided over 2 floors, with each person having their own apartment within the building, consisting of a living area, kitchen, bedroom and bathroom.

At the time of the assessment, 6 people were residing at Carisbrooke House, 2 of which were receiving a regulated activity.

We assessed the service against the ‘Right Support, Right Care, Right Culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

Leaders were visible, knowledgeable and supportive and helped staff develop in their roles. People were supported to access the community. Staff worked effectively with healthcare partners to ensure people received the support they wanted and needed.

Although staff appeared to know people living at the service well, care plans were not always kept up to date with the most relevant information. We shared these findings with the provider who took action to ensure that care plans were up to date. Systems and processes in place did not highlight this, nor did they look at themes, trends and lessons learnt to mitigate future risks.

The provider was in breach of the legal regulation relating to good governance.

We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of this service

We used the CQC’s Quality of Life Tool as part of the assessment of Carisbrooke House. The tool focuses on the experience of the person receiving care and what it feels like for them to be using the service. Some people could not directly tell us about their experience. Where people were unable to share feedback on their experience of the care they received, we spoke with relatives and used observations to assess whether they received good care.

There was evidence that care plans had been reviewed but the issues with incorrect information had not been identified and updated which meant people may not have received the care and support that was right for them.

People were supported with living skills, such as cooking and doing their laundry, however there was no evidence of future planning, or consideration for the longer-term aspirations of each person.
