Our view of the service

Date of assessment: 26 January to 10 February 2026. The reason for this assessment was because there was a new provider for this service who had not yet been assessed.

We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

We found improvements were needed in some aspects of the service for people’s safety. These included, managing risks with the environment, providing people with meaningful and stimulating activities, and governance.

Risks to the environment had not always been identified and assessed. Where risks had been identified, action had not always been taken to taken to reduce the risk to people. These included fire, legionella and other environmental risks associated with the service.

Following a provider led organisational restructure, there was no registered manager at the service. Management oversight systems had not been used effectively to assess, monitor and improve the safety of the service, and had not identified the shortfalls we found during the inspection.

However, the provider was open and responsive to concerns and took some action to reduce risks.

There was a consistent staff team who knew people well, treated them with dignity and respect, and worked effectively with other services so people had the healthcare and support they needed.

 

During our assessment, we found 3 breaches of regulations in relation to person centred care, safe care and treatment, and governance.

We have asked the provider for an action plan in response to 3 of the concerns found at this assessment.

People's experience of this service

People and their relatives told us people were happy and felt safe, and observations of people’s support showed people were relaxed and at ease with the staff. Staff responded promptly to people’s needs and took steps to reduce any worries or distress.

Staff treated people with kindness and compassion and understood the need to protect their dignity. People were supported to make some day to day choices regarding their care and support.

Some people could not directly tell us about their experiences. We spent time at the service and used the Short Observational Framework for Inspection (SOFI). SOFI is a way of observing care to help us understand the experience of people who could not talk with us.

While people we spoke to expressed that they were generally happy with their care, our assessment found elements of care did not meet the expected standards. For example, relatives and staff told us there were not always enough staff. They told us this impacted the support and supervision people received and meant the provider did not always provide meaningful and stimulating activities to people, including access to the local community, to promote and support their independence and interests. The provider told us they requested additional 1:1 support for people, however this had not been provided by the local authority. The provider told us this affected how frequently they could provide activities for people. Communication was not always in line with people’s assessed needs, for example people did not always have information provided to them in an accessible way.
