Learning culture

The provider had systems and processes in place to ensure that safe care was provided. Comments, concerns and any accidents or incidents were recorded, and action taken to address and learn from them.

Safe systems, pathways and transitions

Score: 3

People were involved in their care plans and assessments. The provider engaged and worked with other health and social care services where it was required.

People were kept safe because the provider had effective processes. There were systems to ensure care was delivered safely and in line with people’s assessed needs. Care managers assessed people’s care needs involving the people using the service and carried out regular reviews to ensure care was being provided in line with people’s assessed needs.

Safeguarding

People told us they felt safe. One person said, “I feel safer when [staff] are here with me.” Staff understood what to do in regards of keeping people safe. The provider worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. Staff concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The provider shared concerns quickly and appropriately. The provider had safeguarding policies and procedures in place to guide staff in how to recognise and report abuse.

Involving people to manage risks

The provider and staff worked with people to identify and manage risks. Staff provided care in a way to encourage and support people to do the things they wanted to do. There were detailed risk assessments and care plans, however some people’s specific health needs needed more detail to ensure staff were consistent in their response to these needs. The provider was in the process of moving to a new care record system and they told us this was going to improve the detail and layout of the care records.

Safe and effective staffing

Score: 3

Staff had their own contracted arrangements with the people they were supporting; however, they were matched to the person they would be supporting by the provider and the provider ensured rigorous background checks were completed to ensure staff were suitable for the role. Staff were also provided with regular training to ensure their skills matched their roles. New staff were given supervision in the first 2 weeks of starting with a person as well as contact with the person to ensure care and support was working effectively.

Infection prevention and control

Score: 3

The provider assessed and managed the risk of infection. There were detailed infection prevention and control policies in place. If staff became unwell during work, there were procedures to ensure another member of staff could be placed in the person’s home at short notice, the provider told us the aim was within 24 hours of being notified.

Medicines optimisation

Score: 3

The provider ensured staff had the training and competence to manage medicines safely. People were involved in planning what support they required with medicines and regular contact and reviews ensured support remained matched to a person’s needs. As this was live in care, people’s medicines were stored in the manner that the person wished. Staff told us they respected this, but ensured they were accurate with the support people needed. Medicine administration Records (MAR) were reviewed by the management team every month.
