Our view of the service

Date of assessment: 7 November 2024 – 24 January 2025.

Alexandra Park is an independent supported living service consisting of 28 single occupancy bungalows, which people rented from a separate landlord. People only received personal care from staff at Alexandra Park. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. Where they do, we also consider any wider social care provided. There were 19 people living at the service at the time of the assessment, but only 8 people were receipt of the regulated activity of personal care.

We have assessed the service against the ‘Right Support, right care, right culture’ guidance to make a judgement about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

We identified shortfalls in relation to how the provider was meeting this guidance as outlined below:

We found 3 breaches of the regulations relating to safe care and treatment, safeguarding people from abuse and improper treatment and governance.

Risks had not been fully assessed, monitored or managed. An effective safeguarding system was not in place to ensure people were protected from the risk of abuse. We raised 2 safeguarding concerns regarding the management of people's finances. At the time of the inspection, the service was in organisational safeguarding. This meant the local authority was monitoring the service and supporting them to ensure the correct procedures were in place to keep people safe.

An effective quality monitoring system was not in place to ensure regulatory requirements were met. We identified shortfalls across the service in relation to medicines management, people’s care and support and the maintenance of records.

This is the 8th consecutive inspection since 2015 that the provider had failed to achieve a rating of at least good. Lessons had therefore not been learned and sufficient action had not been taken or embedded to ensure the provider was meeting their regulatory requirements.

Following our inspection in July 2025, the local authority informed us that the service had been taken out of organisational safeguarding processes, since sufficient action had been taken to improve under the new management team.

We will request an action plan and meet with the provider following this report being published to discuss how they will make changes to ensure they improve their rating to at least good.

People's experience of this service

Due to the concerns identified during the assessment, we could not be assured people received a high quality, compassionate and caring service.

Staff spoke positively about the people they supported. Some staff had worked with the same people for many years and knew people’s needs well.

Whilst relatives raised concerns about the management of the service, they generally spoke positively about the caring nature of care and support staff.

Most of our observations between staff and people were positive. A person had arrived back from the cinema and had enjoyed their visit with staff. Another person went out for a walk with staff; we observed the staff member place a reassuring hand on their shoulder at times.
