Our view of the service
Date of inspection 2 June 2026 – 10 June 2026.
JCT Home Care Consulting Ltd Trading as Visiting Angels West Leicestershire is a domiciliary care agency that provides care and support to people living in their own homes. Not everyone who used the service received personal care. CQC only inspect where people receive personal care. This is help with tasks relating to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of our inspection, 38 people were receiving the regulated activity.
This is the first inspection for this service.
People received excellent, consistent, and truly person‑centred care and support. The pre‑assessment process, development of care plans, risk assessments, and ongoing review systems were highly robust, ensuring care remained accurate, responsive, and individually tailored. This enabled staff to deliver high‑quality support that adapted easily as people’s needs, preferences, and circumstances changed, resulting in consistently outstanding outcomes.
Staff demonstrated a positive, committed, and compassionate approach to supporting people.
They routinely went above and beyond to ensure individuals could live their lives to the fullest. Social inclusion was a clear priority, with staff actively supporting people to pursue their interests and hobbies, maintain meaningful friendships, and develop new social connections that enriched their wellbeing and sense of belonging.
Internal communications systems were robust. Staff were consistently informed of any changes to people’s care needs or health conditions, ensuring continuity and safety. Staff received regular opportunities to discuss their work, training, and development needs, and their contributions were recognised and celebrated. Safe and thorough recruitment procedures ensured only suitable, skilled individuals joined the team.
Staff had developed excellent working relationships with external professionals. This collaborative approach ensured people received consistent, well‑coordinated, and holistic care. By working closely with health and social care partners, staff were able to respond promptly to changing needs, share essential information, and support people to achieve the best possible outcomes.
People were effectively supported with their prescribed medicines, and staff liaised proactively with GPs and other professionals when concerns were identified. Where people required support with nutrition and hydration, this was managed and monitored to a high standard, ensuring people’s health and wellbeing were consistently promoted.
Between 2024 and 2026, the service demonstrated sustained excellence in staff support, workplace culture, and quality of care, earning significant regional and national external recognition. This reflected an embedded commitment to continuous improvement and delivering exceptional outcomes for both people using the service and the staff team.
The provider had invested significantly in strengthening systems and processes that assessed, reviewed, and monitored quality and safety. This included the introduction of new management roles to enhance oversight. Governance procedures were robust, providing clear visibility of performance and enabling swift, effective action where improvements were identified. These systems supported continuous learning, ensured risks were well managed, and helped maintain consistently high standards of care across the service.
Feedback from external health and social care professionals was consistently positive about how well the staff worked with them and supported people. Comments included, “From my experience of working with the manager and their team, it has been outstanding.”
Staff, people, and external professionals all praised the registered manager as an exceptional leader. Their visibility, integrity, and commitment to high‑quality, person‑centred care created a culture of trust, openness, and continuous improvement. The registered manager’s supportive and proactive approach inspired confidence across the service and played a central role in driving consistently excellent outcomes for people.
People's experience of this service
We spoke with 2 people using the service and 8 relatives for their experience of the service. All feedback was exceptionally positive. Many people told us they would readily recommend the service to others. A relative said, “I cannot recommend them [the service] highly enough."
Families described the management team as accessible, supportive and highly effective. A relative said, “I speak to the manager very regularly and they always know exactly what's happening with the care. The office is open 24/7.”
Care staff were repeatedly praised for their kindness, professionalism and commitment to delivering person-centred care. People and relatives particularly praised staff in their support of people living with dementia, complex health needs and those receiving end-of-life care. A relative said, “The registered manager always says to me you can call me 24/7. It's honestly making a difficult situation bearable for me, and I feel as if I couldn't cope without them.”
Staff were also praised for their caring approach and going above and beyond. A relative said, “They [staff] said that relation would benefit from a new toothbrush and a razor, and they went out and bought it." Another relative said, "They [staff] brought relation flowers for their birthday."
Another theme throughout the feedback was the positive impact the service has had on the lives of both people using the service and their relatives. Many described staff as making difficult circumstances more manageable, enabling people to remain safely in their own homes and providing reassurance, practical support and emotional comfort to families. A relative said, “They [staff] are not just there for my relation’s but they're there for me too." Another relative said, “That one simple question, 'and how are you?' is so important to me."
Feedback evidenced that people felt safe, with robust medication management, effective risk assessments and prompt responses to concerns. People also highlighted the proactive nature of staff and management. The provider’s electronic care management system was widely praised for keeping families informed and involved in care.
