The provider failed to provide the necessary leadership to ensure the safe and effective governance of the service. A lack of management oversight and governance systems left people at risk of avoidable harm and unsafe or inconsistent care.

Caring – this means we looked for evidence that the provider involved people and treated them with compassion, kindness, dignity and respect.
At our last assessment we rated this key question good. At this assessment the rating has remained good.
This meant people were supported and treated with dignity and respect; and involved as partners in their care.

Kindness, compassion and dignity
The provider always treated people with kindness, empathy and compassion and respected their privacy and dignity. Staff treated colleagues from other organisations with kindness and respect.
People consistently spoke positively about the approach of staff. They described staff as friendly, approachable and caring, and told us staff took time to get to know them and show an interest in their wellbeing. One person said staff were, "Friendly, you can talk to them," and told us they checked how they were and asked about their day. Another person described staff as, "All very nice, kind and mature ladies." They told us staff took time to chat with them and said, "They always treat me with respect. In being 90 years of age, I hate the thought of being talked down to. They treat me as equals and that's nice, almost like friends."
Staff spoke positively about their role and demonstrated a caring approach to supporting people. One staff member told us, "I love what I do," and described the importance of promoting people's wellbeing and ensuring they received good care.
Treating people as individuals

Independence, choice and control
The provider promoted people’s independence, so people knew their rights and had choice and control over their own care, treatment and wellbeing.
People and their relatives described how the support provided enabled people to maintain their independence, exercise choice and continue living in their own homes. One person told us, "With having the carers in, it allows me to be at home." Relatives also said the support provided helped their family members remain as independent as possible while continuing to live at home. One relative told us, "They are absolutely excellent. They kept them at home when I didn't think it was possible," and said they were "very happy with them (Kirby Care ltd)."
Staff gave examples of adapting their support to reflect people's wishes and promote choice and control. One staff member told us some people liked "Their bed a certain way and pillows just so" and others preferred things arranged in their kitchen in a particular way. They explained, "We do it that way because that's what they want."
