At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

Assessing needs

The provider did not always make sure people’s care and treatment were effective because assessments and reviews of people’s health, care and wellbeing needs were not always completed accurately, or consistently. For example, we observed people being supported in communal areas, but this was not always in line with their assessments and care plans. Some care plans also lacked person centred detail such as how they wanted to receive their personal care or how often they should be checked. Feedback received from staff was consistent with what we found. Staff reported people’s needs had not been fully reflected in their care plans, staff told us for some people they were doing more than what was actually in their assessments and care plan. One staff member said, “Care plans could be better as we do more than it states in their plan.” During our observations, we observed a few people struggling to feed themselves who would have benefited from staff support or appropriate aids. The kitchen staff informed us they were kept informed of any changes for people and had good knowledge of people’s dietary needs and preferences.

The provider had told people about their rights around consent and respected these when delivering person-centred care and treatment. Where people lacked the capacity to make their own decisions, the provider had completed Mental Capacity Act (MCA) assessments with an accompanying best interest decision, these were decision specific.People told us staff sought consent before supporting them. One person said, “[Staff] always knock before they come in my room and ask me if I want any help.” We reviewed Deprivation of Liberty Safeguards (DoLS) authorisation and found not everyone that was being deprived had an appropriate DoLS authorisation in place, the service was aware of this and made applications following our visits. We also found people’s Lasting Power of Attorney’s were not recorded properly, the provider told us this was an oversight which they would address.
