Our view of the service

Date of assessment: 19 June – 30 June 2025.

Wigan Supported Living supports people to reside together in shared accommodation and

individual flats enabling them to live within their own home. At the time of

the inspection 29 people were in receipt of a regulated activity within the service.

We have assessed the service against ‘Right support, Right care, Right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

 

Right support:

The service maximised people’s independence, choice and control. Support plans were tailored around each person’s unique needs, preferences and aspirations. Staff encouraged and enabled people to make their own decisions, supporting them to access the community safely and meaningfully. Staff responded well to changing risks, including deteriorating health, medical emergencies and behaviour that challenged. The policies and systems in the service supported this practice.

 

Right care:

People received kind and compassionate care. Staff protected their privacy and dignity and understood and responded to their individual needs. The provider worked well with other agencies. Staff had appropriate training on how to recognise and report abuse, and they knew how to apply it. Staff understood people’s individual communication needs.

 

Right Culture:

There was an open and transparent culture within the management team with a clear focus on providing good care. Leaders and staff shared a commitment to equality, respect and continuous improvement. The team worked collaboratively and reflected on practice and challenged any poor standards. Good communication and the active involvement of senior managers ensured any risk of a closed culture was minimised. Local partners in health and social care were positive about the culture of the service.

People's experience of this service

We visited 6 people across different locations whose communication needs varied.

People were positive about their experiences. One person told us they were “happy” living in their flat, praised staff for being compassionate and friendly, and valued the support which helped them stay active and maintain friendships. Another person described feeling safe and having a good relationship with key workers, alongside taking part in activities. A further person said, “I am happy living here and nothing makes me unhappy,” and described enjoying events such as Halloween and birthday parties.

For people with complex communication needs, we observed staff interactions. Staff were attentive and responsive; for example, helping to reposition someone who was uncomfortable and preventing another person from falling. Staff demonstrated a good understanding of people’s needs and moods, recognising signs of tiredness or frustration and responding appropriately. The atmosphere was relaxed and positive, with warm exchanges between staff and the people they supported.

Relatives consistently told us they felt their family members were safe and well cared for. One relative said, “[Person] is really settled, and this is a good place,”. Relatives said staff and managers understood individual needs well, noting that staff responded promptly when people were upset or unwell. One family member described how their relative preferred female staff, and this had been arranged.

Relatives valued the activities available, such as holidays, visits to hairdressers or barbers, walks and trips to places of interest. They were complimentary about the managers and leads, describing them as approachable and responsive to concerns. Some relatives likened the care team to “mothers” for their loved ones, reflecting the high level of trust they placed in them.
