Our view of the service
Date of Assessment: 03 February 2026 to the 17 February 2026. The Hurst Residential Home is registered to provide accommodation and support for up to 29 people who live with mental health difficulties including depression, anxiety, alcohol and drug dependency and personality disorders. There were 13 people currently living in the service.
This inspection was prompted in response to concerns received, regarding peoples’ safety and wellbeing and unstable leadership. At this inspection, we found the provider was in breach of the legal regulations of safe care and treatment and good governance.
We have asked the provider for an action plan to detail how they will make the required improvements.
People’s safety was not consistently considered, and risk was not managed pro-actively. There were no records of lessons learned following incidents. Care plans and risk assessments did not reflect peoples’ individual risks and there was no guidance for staff to safely meet people’s needs and reduce the risk to their wellbeing.
Whilst staff and people said they could speak up; they also said action had not always been taken. Governance and oversight of processes had not ensured safe and consistent care. Whilst in-house audits were in place, they had not identified the shortfalls found and discussed during the inspection process. The provider took immediate action to make improvements where issues had the potential to impact on safe outcomes for people. For example, specific care documentation and risk assessments.
Whilst the home was adequately clean, there were heavy unpleasant odours noted due to heavy smoking, this did improve on the second and third days of inspection but was still noticeable.
New staff received an induction and training which enabled them to safely undertake their job role in the home. Feedback relating to communication and response to concerns was mixed with some people reporting positive and timely responses from the service when issues were raised, and others telling us there was often a delay in getting answers when they raised queries.
People's experience of this service
People told us that staff were kind and caring. People’s comments were : “They are okay the staff, foods good and I get support when I need it”, “It’s a good place, not quite home but I have my own room and company”, “It’s a stop gap, I want my own flat”, “I don’t want to leave here” and “Love it here, no one interferes with me.”
People were encouraged to be as independent as possible within a risk assessment framework and staff supported people to manage their monies and make appointments with health and social care professionals.” A person said, “The registered manager helps me talk to my social worker.”
