Our view of the service
Date of Assessment: 6 July 2026 to 5 August 2026. PHH Care Ltd is a domiciliary care agency which provides personal care to people in their own homes.
CQC only inspect where people receive personal care. This is help with tasks relating to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of our assessment 21 people were in receipt of the regulated activity personal care.
We found 2 breaches of the legal regulations in relation to safe care and treatment and good governance.
The provider did not always have effective systems to identify, assess and manage risks. Risk assessments were not always in place, up to date or sufficiently detailed and medicines management was not always safe.
The provider could not always demonstrate staff were appropriately trained and competent for the tasks they were undertaking. Staff knew people well and adapted care to meet individual needs.
Potential safeguarding concerns were not always recognised or escalated appropriately, lessons learned were not consistently documented, and notifiable safeguarding incidents had not always been reported to the Commission as required.
The provider's governance systems were not sufficiently robust to ensure risks were identified, assessed and managed effectively.
Staff demonstrated a good understanding of people's preferences, routines and communication needs, and there was evidence of positive partnership working with healthcare professionals to support people's wellbeing.
We have asked the provider for an action plan in response to breaches of regulations to enable us to monitor progress within the service.
People's experience of this service
People and relatives spoke positively about staff, describing them as caring, professional, responsive and respectful. We heard “They [staff] are very respectable to us. I can't fault them.”
People felt safe, however some people raised concerns around the consistency and training of staff.
People and relatives praised staff for their kindness, compassion and professionalism, we heard, “They [staff] are fantastic, they are really like caring, they love their jobs.”
Staff promoted people's dignity, respected their choices and took account of individual preferences.
