Our view of the service

We assessed Turning Point Leicester City Substance Misuse from 9 to 10 December 2025. A combination of onsite and offsite assessment activity took place between 9 and 23 December 2025.

This was the first inspection since it was registered with the Care Quality Commission in April 2023. At this fully comprehensive assessment we assessed 1 assessment service group; community-based substance misuse service, where we assessed all quality statements.

Turning Point Leicester City Substance Misuse provides community-based support to adults and young people under 18 experiencing difficulties with drug or alcohol use. The service operates at this hub only but delivers care across outreach locations across the city, including client homes where required. The service operates 5 days per week and 1 evening per week. It also operates on Saturday mornings.

Mental Capacity Act Compliance Summary

The service had 98% training compliance for the Mental Capacity Act, and there was evidence that capacity was assessed at first contact. Staff were able to reference that they had received training, but they did not regularly revisit capacity in recorded recovery worker sessions. However, there was one good example of capacity being explored for a pregnant client with a burn.

People's experience of this service

We spoke with 9 clients on site about their experiences of care.

Clients gave positive feedback about the service. They reported that staff were respectful and kind. One client explained they had a worker who translates for them as they do not speak very good English. Another client told us all staff were nice, and they were given everything they need. All clients reported an overall good experience with the service. One client told us they didn’t think would still be here without Turning Point.

Five out of 9 clients told us they felt involved in their care. Other clients were new and unable to comment at that time.

Eight of the 9 clients told us their appointments were never cancelled. One client reported there had been 1 or 2 times where an appointment had been cancelled due to staff sickness, however they said this cannot be helped.

We spoke with 3 clients and 2 family members offsite via telephone calls. This feedback was positive, including that staff were consistent and adapted to give clients the support they needed. One client also said the service was fantastic and everything had been over and above. One client told us that staff supported housing and their physical health, including throughout their leg amputation.

One client told us they had 6 different recovery workers, which impacted on the continuity of care. This was due to staff leaving and the client not always working well with their designated recovery workers. This has since been addressed, and the client now has an allocated recovery worker, who they described as great. They also stated that the service worked well to match them with a more suitable recovery worker.
