Our view of the service
Date of assessment: 24 and 29 October 2025. Balmoral Rest Home is a service that can support up to 32 older people. At the time of the assessment 28 people were living at the service.
We undertook the assessment to check compliance against breaches of the legal regulations. At the last assessment in June 2022, the service was in breach relating to safe care and treatment, safeguarding people from abuse and improper treatment and good governance. At this inspection, enough improvements had been made, and the provider was no longer in breach of these legal regulations.
The provider was in the process of updating areas of the home when we visited. We also noted areas of the home that needed attention to keep people safe. The registered manager took immediate action to mitigate the risks.
Staffing was provided by a consistent team of staff who knew people well and were able to offer effective and compassionate support when people displayed distressed behaviours. They were effectively deployed to provide support to meet people’s physical support requirements. However, feedback also included that there were occasions more staff were needed to spend time with people. The registered manager told us they were in the process of reviewing staffing levels.
People received their medicines as prescribed from staff who knew how they liked to take their medicines and supported their preferences and promoted their independence. Staff received ongoing training suitable for their roles.
The provider ensured people could access external health professionals if the need arose and information was appropriately provided to support continuity of care. People’s nutritional needs were assessed and monitored.
Staff felt supported by the registered manager, able to raise concerns and said that they would be listened to. One staff member told us, “It’s better here now with [registered manager].”
People's experience of this service
People were complementary about the quality of care at Balmoral Rest Home. Comments included, “It’s a lovely place to live.”
People told us they felt safe from abuse and neglect and were happy at the service. People told us their independence was promoted and staff offered choices when supporting them. One person said, “I can make my own choices and if I need any help to understand, the staff explained things to me.”
One person told us they were very happy at Balmoral Rest Home and happy with their meals. They commented, “(About meals) I change my mind quite often and they rustle something different up for me.” A second person said, “The foods nice. I can choose what I like and the fish and chips on Friday are lovely.”
We received comments about how well trained staff seemed to be, and people spoke positively about them. We observed staff using aids to transfer people sensitively, safely and effectively. A person told us, “They [Staff] do everything to keep me happy and look after me.”
People said the service was well managed and spoke positively about the registered manager. One person told us, “[Registered manager] finds the time to talk to me and if I was worried I’d go to her straightaway.”
We watched the care and support people received. This helped us understand the experience of people who could not talk with us. Observations showed staff were kind and patient with people and there was enough staff to support people and keep them safe.
There was a complaints procedure in place and people were confident any complaints or concerns they had would be addressed.
