Our view of the service
Date of assessment 20 February to 13 March. Starmedi Healthcare Ltd is a service which is registered to support people with the regulated activity ‘personal care’ in their own homes. The service was supporting 3 people with a regulated activity at the time of the assessment.
Staff were recruited safely and had completed a variety of training relevant to people’s needs. There were systems to ensure people could safely move between services. People’s care plans were detailed and contained key information about their needs, wishes and backgrounds. The service had assessed individual risks and there were plans in place to mitigate these. People received their care visits on time and staff stayed for the planned duration.
The service was flexible, promoted continuity of care, and enabled access to other services where needed.
However, there was no system to ensure there was managerial oversight of accidents, incidents and near misses. This meant the manager was not always aware of incidents which occurred at the service, and there was not always clear or effective action taken to reduce the risk of reoccurrence.
Medicines were not always managed safely. Staff completed a stock check of the medicines people took; however, we identified 3 discrepancies in these stock counts over a 3-month period. The service’s audits had not identified these. Additionally, one person was taking a high-risk medicine, and the provider had not assessed the risks relating to this.
People's experience of this service
We received mixed feedback from people. Comments included, “Staff are lovely, sweet, all very kind and attentive. The same 5 keep coming, this is nice, so [relative] is not constantly getting to know new faces. We appreciate the consistency” and “Starmedi carers are lovely, [manager] is on the ball, she is always on the end of the phone. She is approachable. I have a lovely carer called [staff name], she’s my star. She has the brightest smile and cheers me up.”
People told us staff came on time and stayed for the full duration. People told us management were approachable.
However, 1 relative told us, “I feel the care as a whole isn’t equivalent to what [relative] had previously.”
