Our view of the service
Date of inspection: 23 and 24 January 2025. Shangri-La provides accommodation and personal care for up to 25 older people, some of whom live with dementia. Accommodation is arranged over two floors with stair and lift access. At the time of our inspection 24 people lived at the home. Our inspection was prompted by concerns received about the safety of the home and how this was managed. At the last inspection the service was rated good. At this inspection the service is now rated requires improvement. At this inspection we assessed all the key questions. We found 4 breaches of the legal regulations.
The provider failed to ensure the safe management of medicines, care planning and record keeping in relation to managing the risk of harm to people.
The provider failed to demonstrate they met their requirements under the Mental Capacity Act 2005. They failed to ensure they always obtained valid consent to care.
Quality assurance systems in place were not effective and they did not identify the significant shortfalls we found during this inspection.
The provider did not always ensure that relevant safeguarding information was shared with the local authority.
For the identified breaches in regulation relating to risk and safeguarding, we have asked the provider for an action plan in response to the concerns found at this inspection. In regard to the breaches of regulation related to governance and consent, in instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.
People's experience of this service
People and relatives felt the care provided was safe. They told us the care was good, and staff were helpful and supportive. Staff were observed spending time with people, talking to them and supporting them with their individual needs. People were visited by friends and families and there was access to healthcare professionals if needed. People’s views were sought through surveys and meetings. People shared various positive comments about the service. Comments included, “I would tell the staff if there was something wrong, but I haven’t had any complaints so far” and “I can’t moan about anything, the people they get to work here have an aptitude for the work.”
People’s relatives spoke highly of the service. Comments included, “I am so pleased with care there. [Name] is getting much better care than I could give [them]” and “It was hard to choose a good place but I’m very pleased with the care here, it’s a safe place to live.”
All the people and their relatives we spoke with were happy with the care being provided. While people expressed satisfaction with their care, our assessment found aspects of the care provided did not meet the expected standards.
