Our view of the service
Dates of assessment were from 24 July 2025 to 14 August 2025. The assessment was triggered in response to risk and included visits to the service on 24 and 29 July 2025. Woodleigh Rest Home is a care home providing personal care for up to 24 people, some of whom are living with dementia. At the time of our assessment there were 23 people living at the service.
We identified 2 continued breaches of regulations relating to safe care and treatment and good governance, and 2 new breaches of regulation relating to staffing and recruitment.
Staff did not always assess risks to people's health and safety or mitigate them where identified. Medicines were not managed safely. There were insufficient staff to meet people’s needs and keep them safe. Staff recruitment checks were not robust. There was a significant lack of oversight at the service and quality assurance systems and processes were ineffective.
The home was kept clean and hygienic and safe infection control procedures were followed. People were supported to live healthier lives and had access to health care services. People gave positive feedback about the food and drinks provided. Staff were observed to be kind and caring and knew people well. However, people did not always receive person-centred care.
We have asked the provider for an action plan in response to some of the concerns found at this assessment. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded.
This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
People's experience of this service
People told us they felt safe in the service and relatives agreed. Comments included, “I feel safe. I have no concerns and if I do I speak to the registered manager” and “We have peace of mind knowing that [family member] is safe here.” People and relatives spoke positively about the staff and the care provided. However, they also felt there were not always enough staff, particularly at weekends. People said they liked going out into the garden and enjoyed seeing the birds and squirrels.
While the people we spoke to expressed that they were generally happy with their care, our assessment found some aspects of care did not meet the expected standards.
