Our view of the service

Date of Assessment: 14 August to 12 September 2025. Rockfield House is a residential care home providing accommodation and personal care to people who are autistic, have a learning disability, or a mental health condition. At the time of the assessment, 13 people were residing at Rockfield House. The assessment was carried out due to emerging risk.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

We found 3 breaches of the legal regulation relating to safe care and treatment, staffing and good governance.

People were not always provided with safe care and treatment. The provider did not always manage medicines safely. There were shortfalls identified in the providers admission processes. Staff were not always recruited safely and had not received regular supervisions or appraisals in line with the providers policies.

There was a lack of provider oversight. Governance systems and processes were not effective in assessing, monitoring and improving the performance, quality and safety of services provided. While regular audits were completed, concerns were not always identified, and actions were not always followed through. Care plans and risk assessments were not always in place or updated as required.

However, people were treated with kindness and compassion. Staff treated people as individuals, supported their preferences, and promoted independence. People had choice in their care and were encouraged to maintain relationships with family and friends. Care was person-centred, and people were provided with opportunities to engage in the community. Staff collaborated effectively with other agencies and professionals.

Information was presented in ways people could understand, and staff understood and responded to individual communication needs.

People's experience of this service

People and their families spoke positively about the care provided at Rockfield House. People spoke highly of staff, and families confirmed that staff knew their relatives well and understood their needs. Comments included, “The staff are great,” and “The staff are fantastic, they support [name] to lead a happy life.”

People told us they felt safe and their needs were met. They were given choices, felt respected and were supported to achieve goals they had set out.

People and their families told us the manager was approachable and supportive, expressing confidence that any concerns they raised would be addressed.

People and their families were happy with the environment. One family member commented, “I got a sense of welcoming as soon as we walked in.”

For people unable to communicate verbally, we gathered evidence through observations of people, staff interactions, and speaking to family members.
