Our view of the service

Blossoms is a care home, providing care and support for adults of all ages with learning disabilities, physical disabilities and autism. At the time of the assessment, there were 6 people using the service.

We carried out this assessment on 5 August 2026, spoke with staff and relatives, and reviewed information and documentation, concluding the assessment on 3 September 2026. This service was previously rated as good. We carried out this assessment to confirm whether the rating of good remains accurate. This report does not provide detailed information on areas where we found practice continues to meet a good standard. Instead, our findings focus on any areas where the service needs to improve or where we found exceptional practice.

People can only be deprived of their liberty to receive care and treatment with appropriate legal authority. In care homes, this can be done through a procedure called the Deprivation of Liberty Safeguards (DoLS), which is part of the Mental Capacity Act 2005 (MCA). We checked whether the service was working within the principles of the MCA and how they managed DoLS within the service. We found that staff and management worked within the MCA. DoLS authorisations were appropriately applied for and overseen. People were not subject to unlawful or excessive restrictions they had choice, control and freedom over their lives.

We found the provider had a consistent staff team, whose ethos reflected the values of the provider. There was a focus on empowerment for people and staff were supported to develop within their roles as well. One staff member told us, “Generally, we assume they can do, until it’s proven they can’t.”

Medicines were managed safely, and risks were mitigated and managed effectively. Staff told us that training, care plans and risk assessments were informative and enabled them to do their jobs well. One staff member told us, in relation to care plans and risk assessments, “They are robust. Every aspect of their life is in there.”

The provider had good oversight of the service, through regular presence and auditing systems and processes.

The provider worked with external professionals when needed, and embedded advice and guidance into people’s care. Staff had good knowledge of people’s individual needs, preferences and wishes.

People and relatives spoke highly of the staff team, and overall, the feedback in relation to leadership was positive too, however, some relatives felt some managers were not always approachable. The provider shared with us their plans to reflect and work on this.

People's experience of this service

We sought feedback from people using the service, relatives and external professionals who had recently worked with the provider.

Some people could not directly tell us about their experience, so we used observation to ascertain their experience and found that care was person centred. We observed interactions between staff, leaders and people that were consistently kind, empowering and compassionate. One person told us, “I’m really happy here. I really like my staff.”

People were involved in their care, and where they could not directly tell the provider their wants, wishes and preferences, the provider was resourceful to better understand them.

People were consistently supported to meet their goals and develop their independent living skills, but the provider understood the differing levels of this people could achieve and worked with people at their own pace.

Some relatives told us that the service sometimes seemed short staffed, however, we found that the service was providing the hours it was commissioned for, and there was often leadership presents as a supporting role.
