Our view of the service
This assessment took place between 11 - 14 November 2025.
This service is a home care agency providing personal care to adults living in their own homes. At the time of our assessment there were 5 people using the service.
We undertook this assessment to follow up a breach of regulation identified at their previous assessment (Published 21 January 2025). The provider had previously breached regulations in relation to the effectiveness of how they operated their governance systems, which had failed to identify and address issues we found during their last assessment.
This assessment was conducted by 1 adult social care inspector and was short notice announced. We reviewed 15 quality statements included in the 2 key questions, Is the service safe and well-led? For those key questions not inspected, we used the ratings awarded at their last inspection to calculate the overall rating.
At this assessment, we found the provider had made improvements and was no longer in breach of regulations. Based on these findings the services overall rating remains good.
Staff understood and managed risk well. Information about risks to people’s safety had improved and staff had more detailed information about how to reduce potential risks people might face. Governance systems were now operated effectively and were routinely used to check the safety and quality of the home care people received. The service now had a much better culture of continuous learning and improvement.
People continued to be treated with kindness and compassion. People were protected and kept safe. The registered manager investigated incidents thoroughly. Staff had the right skills, knowledge, and experience and received relevant training and regular supervision. Staff understood their roles and responsibilities. The service detected and controlled potential risks in people’s home environment.
The service fostered a positive culture where people knew they could speak up and have their voices heard. Staff felt supported to give their feedback and were treated fairly. The registered manager and staff had shared values based on listening, learning and trust. The registered manager was knowledgeable and supportive, helping staff develop in their roles. The team worked well with external health and social care professionals and bodies to deliver good quality safe care and support. People could raise concerns without fear.
People's experience of this service
We received feedback about this home care service from 2 relatives and 5 care staff who worked for this provider. We also spoke face-to-face with the services registered manager/owner.
People told us they were happy with the service their relative received from this provider. They said their relatives felt safe with the staff who regularly visited them at home and described them as always being compassionate and kind. One relative remarked, “The home care service my [family member] is provided is the best. It’s of exceptional quality in my opinion.” Another relative added, “I would heartily recommend Rosehill Care. I have come across many home care agencies over the years, and Rosehill Care is by far the best. The carers and [name of registered manager] are super. I couldn’t be happier with the care they provide.”
People’s safety was prioritised. The registered manager and her team of care staff knew how to protect people from abuse or harm. People spoke positively about the registered manager and said the service was well-led.
