Our view of the service

Muscliff Nursing Home is registered to provide accommodation for people who require nursing or personal care. The service can accommodate up to 41 people. At the time of our inspection 22 people were living at the service. The inspection took place between 24 October and 4 November 2025. The service supported people living with dementia and people with a learning disability. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance the Care Quality Commission (CQC) follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

At our previous inspection, we found the provider was in breach of the legal regulations in relation to dignity and respect, safeguarding, safe care and treatment, and good governance. This inspection was targeted to check if the provider had made improvements in relation to good governance. We found the provider failed to establish a culture of continuous improvement or act effectively on previous regulatory concerns.

Whilst the provider was working to make improvements, we found further improvements were needed to ensure good outcomes for people. This is a continued breach of the regulation good governance. Processes and leadership were inconsistent, and this meant improvements were not always implemented as planned. The provider had not collaborated consistently to ensure people could participate in meaningful activities, hobbies and access the community. People and staff did not always feel listened to. However, staff told us they had experienced some improvements in relation to the culture of the service. The provider had engaged an external consultancy firm and continued to engage with the local authority and CQC to help make improvements in the service.

Muscliff Nursing Home remains in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.

In response to shortfalls we identified, the provider has committed to producing an action plan outlining improvements they will make. The provider continued to engage with organisations, including CQC, the police and local authority.

 

 

 

People's experience of this service

People told us they had not observed any improvements since our last inspection.People did not always feel listened to and were not always supported to lead fulfilled lives. One person said, “I want to stay living here, because it is comfortable but there is never anything to do. I go to bed not wanting to wake up until next week because the nights and days are so long and there is just nothing to do”and, “So many people are in one area it is difficult to move around and as the day goes on, it caused the stimulus overload for some people due to being together for a long period and the noise. However, the nurses on duty were doing their best to support and address issues and provide reassurance.” In response to this feedback, the provider confirmed they would convert an unused space into an additional dining room so people could enjoy a dining experience, rather than having their meals in the living room.
