During a routine inspection

During the inspection we spoke with two people that used the service and the relatives of two other people. We also spoke with the manager and five care workers.

We saw that people's views and choices were sought and acted upon. Staff spoken with was able to tell us about people's needs and how they ensured that people received care in a way that they preferred. One person told us, 'My home my rules.'

All the people that used the service and relatives that we spoke with told us that they were satisfied with the care they received. One person told us, 'I am very happy.'

Everyone that we spoke with told us that they felt safe with the staff that supported them. We found that people who used the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening. One person told us, 'I'm very safe with the staff that cares for me. I feel safe with them.'

The needs of people are met through the provision of sufficient and appropriately skilled staff.

There were systems in place to monitor how care was delivered to ensure people received a quality service. A relative said, 'People are actively supported in the home to achieve their optimum functioning.'

During a routine inspection

On the day of our visit No one knew we would be visiting. We spoke to three relatives, three staff, and the manager. We were unable to speak to people who used the service because of their limited verbal skills.

The people supported by the service had mental health and learning disability care needs. We looked at records of people receiving services they were detailed and gave staff the information they needed to meet people's needs.

Staff we spoke to was able to tell us about people's needs so that they received care in a way that they preferred. One staff said, 'care plans help me to carry out my job accurately.' All relatives we spoke to told us they were kept informed about their relative's care so they felt involved in their care. One relative said, 'The staff keep in touch with me quite a bit.'

We saw that systems were in place to keep people safe from harm. A relative told us 'they are safe with Excel.'

Staff received a range of training so that they have the skills to support the people who lived in their home. There were systems in place to monitor how the service was run to ensure people received a quality service.
