Our view of the service

We carried out this inspection on 27 April 2026. This service was previously rated as good. We carried out this assessment to confirm whether the rating of good remains accurate. This report does not provide detailed information on areas where we found practice continues to meet a good standard. Instead, our findings focus on any areas where the service needs to improve or where we found exceptional practice.

People can only be deprived of their liberty to receive care and treatment with appropriate legal authority. In care homes, this can be done through a procedure called the Deprivation of Liberty Safeguards (DoLS), which is part of the Mental Capacity Act 2005 (MCA). We checked whether the service was working within the principles of the MCA and how they managed DoLS within the service. We found that staff and management worked within the principles of the Mental Capacity Act 2005 (MCA). Deprivation of Liberty Safeguards (DoLS) authorisations were appropriately applied for and overseen. People were not subject to unlawful or excessive restrictions they had choice, control and freedom over their lives.

People were supported by a stable staff team who knew them well, and we observed positive, kind and respectful interactions throughout the day. People told us they felt safe and well cared for. Relatives spoke positively about the care, environment and staff approach, describing the service as welcoming and responsive. People appeared comfortable, well-presented and engaged in daily life, including during shared mealtimes and activities.

Care and support were delivered in a personcentred way. Staff offered choice and promoted independence, including around daily routines, meals and activities. Risks were well managed and proportionate, with clear care planning to promote people’s safety.

Medicines were managed safely, with good oversight and evidence of learning where recording issues had been identified. The environment was clean, well maintained and safe, with suitable adaptations and equipment to meet people’s needs, including for those living with dementia.

Staffing levels during the inspection were sufficient to meet people’s needs. Staff were appropriately trained and supported.

Leaders were visible and responsive. There was evidence of learning from incidents, complaints and previous concerns, with improvements made in recent years. Overall, the service demonstrated a caring culture with committed leadership and a focus on people’s experiences and outcomes.

People's experience of this service

People generally told us they felt happy living at Rosevilla and experienced kind, respectful care from staff. The atmosphere in the home was calm and welcoming, and people appeared comfortable and at ease in communal areas throughout the day. Many people were well presented and appropriately dressed, which reflected staff’s attention to dignity and personal care.

People spoke positively about staff and the relationships they had formed. One person told us, “I like it here” and another said they “loved the food.” We observed people to be relaxed, engaged and smiling when interacting with staff and each other. During lunchtime, staff spoke to people in a respectful and reassuring way and responded promptly when people became unsettled or confused, offering emotional support and alternative seating where needed.

Relatives shared positive feedback about the care their family members received. One relative told us, “They treat her very well, they look after her nicely, she always looks nice” and added, “The food is lovely [relative] eats better than me.” They also said they would feel comfortable raising concerns and felt listened to when they had previously done so.

People were supported to make choices about their day. We observed staff asking people what they would like to eat and where they wanted to sit, and people were supported to eat in different areas of the home depending on their preference. Most people chose to eat in the dining rooms, and staff ensured meals were unhurried and assistance was provided discreetly when required. Call bells were answered promptly.

Activities were taking place during our visit, including a music session where people sang along and appeared engaged and relaxed. Cold drinks were available, and the environment was comfortable. People were also observed moving around the home independently, with equipment used safely and correctly. People had a positive experience of care, supported by attentive staff and a friendly, inclusive atmosphere.
