Our view of the service

Quinton House is a residential care home which provides accommodation and personal care to up to 4 adults living with a learning disability or autism. At the time of the assessment 3 people were using the service. We expect health and social care providers to guarantee autistic people and people with a learning disability respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. Quinton House was last rated Good (published 11 December 2018). The report was published following CQC’s old inspection approach using key lines of enquiry (KLOEs), prompts and ratings characteristics. This assessment has been completed following the Care Quality Commission (CQC) new approach to assessment; Single Assessment Framework (SAF). We carried out our on-site assessment on 6 February 2024. This was an unannounced assessment, which means the provider was not told an assessment was going to be starting beforehand. During this assessment we looked at 15 quality statements; Safe systems, pathways and transitions; Safeguarding; Involving people to manage risks; Safe and effective staffing; Infection prevention and control; Assessing needs; Consent to care and treatment; Independence, choice and control; Responding to people’s immediate needs; Person-centred care; Listening to and involving people; Capable, compassionate and inclusive leaders; Governance, management and sustainability; Partnerships and communities; Learning, improvement and innovation. We assessed some but not all quality statements at this visit which means we use the ratings from the previous inspection.

People's experience of this service

Throughout the assessment people and their relatives spoke positively about the service. They felt confident in staff and felt safe living at Quinton House. However, processes in place and the culture meant the service did not always maximise people’s choice, control and independence. People told us their privacy was respected and staff never forced them to make choices they were not happy with. However, care was not always person centred and people’s rights were not always respected. The ethos, values, attitudes and behaviours of leaders and care meant people did not always lead inclusive and empowered lives.
