Our view of the service
Date of Assessment: 25 March to 2 April 2026. We visited Waters Park House on 25 March and 1 April 2026.
The service was registered for a maximum of 23 people and was providing support to 20 people when we visited the service on 25 March 2026.
Waters Park House is a specialist brain injury rehabilitation and support care home. The service employed professional therapists, including Physiotherapists, Occupational Health Therapists, and Speech and Language Therapists, as well as nursing staff, to support people with holistic rehabilitation and others to receive long term care at the unit. The service accepted admissions from across Britain as well as from Plymouth and the South West.
People were protected and kept safe. The service risk assessed and reviewed people’s needs frequently and as necessary using their Multi-Disciplinary Team (MDT) approach. This supported exceptionally effective rehabilitation and provided others with the best quality of life possible in their long term care. Qualified staff reviewed assessments considering all aspects of the person’s life including; Peoples’ physical abilities, their cognition and mental health, communication, lifestyle preferences, and physical health needs. Most people were experiencing active rehabilitation from the MDT and staff team.
There were enough staff with the right skills, qualifications and experience to meet people’s needs. Managers made sure staff received training and regular supervision and appraisals to deliver high-quality care. Staff managed medicines and medical equipment well.
People were treated with kindness and compassion by the staff and management of the service. Staff and managers treated people as individuals and supported their preferences. People had choice in all aspects of their daily life and in their rehabilitation and care. Staff protected people’s privacy and dignity and the confidentiality of their information.
People were closely supported to have a good lifestyle both inside and outside the unit. The service was active in using Plymouth’s community facilities to support rehabilitation and to enable people to have a good quality of life. People were enabled to take part in activities and engagement which ensured each person continued to develop and had stimulating activities in their lives. The service worked with all agencies and professionals involved in people’s care for their best outcomes.
The provider was overseeing governance in the service while also being actively involved. The registered manager was overseeing and leading the day to day operation and improvement of the service. The service leadership team and the provider supported staff wellbeing, and there was a shared vision and culture in the service, of determination to achieve the best outcomes for each person.
People's experience of this service
Most people were not able to or declined to have a discussion with us, however we observed their mood and wellbeing through their interaction with staff, professionals and managers.
People we spoke with expressed happiness through smiles, chats and jokes with us and staff. There was a good atmosphere in the service with an evident friendly culture between everyone, with good relationships between people and the staff. For example, we saw people smiling and laughing on their way out for a regular lunch at the local pub, and staff smiling and chatting with a person they were going with to a local gym. There was a general social happy atmosphere which did not in any way feel clinical, despite all of the therapy and nursing that people were receiving.
Relatives said the service received by people was individualised and met their needs well, including effective rehabilitation. One relative said, “It is going good. (The person) was in a nursing home for the elderly before and (the person) regressed a lot.” “Now (the person) is continuing with the rehab and is doing more for (themselves) and they are really helping (the person) with (their) rehab here.”
People and relatives felt the quality of the service was good and they had trust and confidence in the staff and support delivered by Waters Park House. One person said, “They look after me very well”. This person was also very happy to show us around their flat which was decorated and organised just as they wanted, to make it their long term home. One relative said, “No, no concerns at all I am just sad there are not more places like this. Everyone is so friendly here, and when all our family comes here they are made to feel welcome. You feel you are in a very family-orientated place.”
Relatives said they and the supported person, were fully involved in discussions about their care, food and activities. Relatives also said the service was well managed by managers they knew, and they felt at ease to raise any issues they might have. One said, “I am familiar with (managers names) so I would go to any one of them. (When) we have had a couple of minor issues and I have gone to them, they are on it and usually within 24 hours they have come to me and said it is sorted. I know (the person) feels very able to voice (any) concerns to any of those people too.”
