Our view of the service

Date of assessment 21 May to 9 June 2025. The service provides accommodation for 9 people who require nursing or personal care and delivers support to people with a learning disability or autistic spectrum disorder. 8 people live within the main house and 1 person lives in the separate annex within the back garden. We undertook this responsive assessment following information of concern regarding risk management and safe environments. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

People's risks were not always fully assessed and managed in a way which balanced their rights and freedoms. There were skilled staff with the right skills, qualifications and experience. The manager ensured staff received training and regular supervisions to maintain good care. Staff felt confident to raise concerns. People were treated with kindness and compassion. People engaged in activities both in the service and in the community and had planned holidays for this year.

However, we found concerns relating to safe environments, infection prevention and control (IPC), Mental Capacity Act (MCA), blanket restrictions and medicines, which had not been identified by the providers governance systems.

We identified 3 breaches of legal regulation in relation to safeguarding, infection, prevention and control and good governance. We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of this service

During the assessment, we received feedback from people who used the service and their relatives. Some people could not directly tell us about their experience. For these individuals we used observation to help us assess the quality of care they received. People and relatives were happy with the care and support provided and gave positive feedback. Relatives told us that they felt their loved ones were safe and that they could raise any concerns, and that these would be dealt with. Relatives told us that they were involved in their loved one’s care and support and felt that they had choice and control over their lives. Staff interacted positively with people in a kind, compassionate and respectful manner. People attended a number of activities both in the community and at home including a visit from a service delivering keep fit classes to people living in care, older adults and people with disabilities. People were supported to maintain relationships with their families.
